Looks that way based upon this sign that was recently posted on the block by the City of Alexandria.

Hoffman Block 8 & 9 Sign

Block 8 in Eisenhower East is located in the blocked off parking lot across from the Eisenhower Ave Metro station next to the AMC theater in Hoffman Town Center. Block 8 has been proposed as 494,000 square foot office and retail building configured into two towers—a 14-story tower at the intersection of Swamp Fox Road and Eisenhower Ave containing 285,000 square feet of commercial office space, and the second as a 10-story tower facing Eisenhower Ave containing 178,000 square feet of commercial office space.

The towers are connected by a 2-story base consisting of 31,000 square feet of retail/restaurant uses and a tasteful atrium lobby. Each tower has typical floor plates of approximately 22,000 square feet and the building configuration will efficiently accommodate large, full-building occupants as well as multi-tenant occupancies.

More details about this development and sketches of what the buildings would look like can be found at this link.
