Authorities Arrest 74-year-old ‘Serial Arsonist’ in Alexandria

The Alexandria Fire Department (AFD) and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) said Thursday the two agencies have executed an arrest and search warrants for Shirley Ann Vigneau, 74, who is a resident of the Stratford Building, also known as part of the Southern Towers complex, located at 4901 Seminary Road in Alexandria. Vigneau reportedly lives in the complex.

Officials said Vigneau is suspected of being a serial arsonist connected with more than two dozen incidents believed to be arson-related in the area in and around the complex.
